Outdoor V/S TV

Its quite ironic that today while the whole world talks about the TV viewing time being reduced and people are spending more and more time Out of Home, the advertising world specially the creative minds of the advertising world even today relate all the advertising on outdoors with the TV, i would say it to be as simple as a CUT PASTE job of TV adverts on outdoors. This question always intrigues me as to why cant Outdoor stand on its on as a seperate medium where the creative is elluring enough to do a lot for the product, We have been trying to change the thought process a bit, but its a big world !! No one can do it alone, Any thoughts ??

first of all, people are spending less time watching tv not only because they're spending time outdoors but because they're also spending time in social media.
TV is still a strong media to advertise in... at least in Colombia its still one of the strongest... its true that people aren't spending as much time watching tv but there are still hours of the day in which a significant number of people are sitting in front of the tv... and to get to all that people by outdoor is not so easy... we'd have to put the ad or msg or whatever kind of btl is being done in many places around the city, state, country or continent!!!
which can be done depending on the budget, crew etc.
what is beter about outdoor is that people get more involved with the message when it is properly delievered and creative enough.. in tv people don't always pay attention to comercials.
I think outdoor definetely CAN be done without tv if it can have the right outreach (i mean if the msg is set everywhere its needed to.)

Outdoor can and has been done well.
Though in India it often suffers.
